  1. The instructions for attaching weak links are often not clear. Some are only poor photocopied sheets.
  2. Language is a major factor - I have never seen instructions in Croat.
  3. Surveyors are always quick to identify problems but few are capable of presenting sustainable solutions to what appears to be recurring problems.
  4. I assume that the safety inspector reported the passenger ferry to the local maritime authorities who no doubt prevented the ferry sailing.
