0410 After rounding Fairy S buoy a NE bound vessel in the deep water route of the TSS was sighted and an ARPA plot commenced. Own ship speed 17 knots.
0415 Visual bearings and ARPA established potential collision situation. (CPA of 0.2')
0425 No action by other vessel at range of 4 miles. Engine room advised of possibility of major engine reduction.
0428 Target was called on VHF Ch. 16 identifying target's general heading and the fact that he was passing F3 buoy. No answer or action.
0430 Range 2.0 miles - reduced speed to slow ahead.
0436 Other vessel passed ahead at range of 0.7 miles.
There were no other vessels in the vicinity to constrain target vessel in any way and she maintained a course of 0420 and speed of 12 knots throughout the incident.
