Where does the buck stop?

08 Oct 2026 02:00PM - 10:30PM INNSiDE Hotel | Old Hall St, Liverpool, United Kingdom Branch UK/North West England & North Wales

The North West England & North Wales Branch of The Nautical Institute is delighted to host its next seminar in Liverpool this October.

Following the successful mock trial held in Fleetwood in May, this seminar will examine the wider professional, operational and legal questions raised by a collision scenario involving a ferry and a fishing vessel. The Officer of the Watch and Lookout faced serious charges following the deaths of three people aboard the fishing vessel. The scenario was based on an actual case, and the mock jury’s verdict reflected the real-world judgments: the Second Officer was found guilty of conduct endangering ships and sentenced to two years’ imprisonment, while the Lookout was found not guilty.

The Fleetwood seminar focused on those on the bridge at the time of the collision. This follow-up event extends the discussion beyond the bridge team to consider the responsibilities and obligations—both legal and moral—of Masters, Superintendents, Designated Persons Ashore, senior management, Administrations, Charterers, Educators and others whose decisions, expectations and oversight may influence safe navigational practice.

The seminar will ask a critical question for the maritime profession: why do people take actions they know to be unsafe, and what can organisations do to create conditions in which sound professional judgement is supported, challenged and sustained?
