Near miss in Anchorage

Own vessel was safely anchored off a port in India and observed another cargo vessel approaching the anchorage. The other vessel was being navigated in such a manner as to cause concern to own vessel. Own vessel's Master ordered the anchor party forward and by slacking away the anchor cable a collision was avoided.
On communicating with the cargo vessel after the hazardous situation was resolved, the cargo vessel was not able to justify its dangerous actions. It can only be assumed by the Master of own vessel, that the cargo vessel on approaching own vessel had underestimated the strength of the tide and had attempted to cross ahead of own vessel resulting in the hazardous situation. The usual whistle signals were given by own vessel and the anchor party acted very quickly to the danger.
