COLREGS only apply to some vessels

Own vessel was a 4,000TEU containership, speed 21knots, draft12.10m on the way from Port Kelang to Jedda. Position 14. 07N 042,3E, course 319. ARPA showed one vessel ahead on reciprocal course, speed 23knots. Own vessel changed to starboard. There was absolutely no reaction from the other vessel. In fact she appeared to change course to port. We called the vessel and advised to pass port to port. Throughout, the other vessel maintained her southerly course and on passing called us "German a??.s ". I wondered what was wrong with this companies fleet and their staff. I advised other vessels via Ch16 to keep clear from this vessel. Do vessels who behave like this really have ISM and other certificates???
