| ‘The Command Team and the DP Expectations, training, qualifications and competence’ |
| Throughout 2008 the Nautical Institute held the 14th series of International Command Seminars. These worldwide events explored the relationship between the Designated Person (DP), the command team afloat and the rest of the industry, across lively and well-attended conferences in Antwerp, Panama City, Glasgow and Hong Kong, China. The international nature of the series afforded a global perspective on the issues, and each host city added its own unique interpretation on managing the link between ships and the ISM Code, and of the command team and the Designated Person. Antwerp concentrated on the legal role of the DP and questioned liability issues together with the attributes and training a DP would need in order to fulfil the role effectively. In Panama, the tone was more reflective, with a view taken on the current position with regards to management and where the DP and command relationship fits into the status quo. In Glasgow, with a high percentage of the delegates actually being DPAs, the emphasis was more on the future, of liability issues and the potential for DP legal cover and insurance. Finally in Hong Kong, onboard the cruise vessel “Star Pisces”, the issues came together and were debated from the context of the regulators and of the wider industry view. The Command Seminar Series was held in conjunction with the NI branch network and in partnership with the International Federation of Ship Masters’ Associations (IFSMA), the Institute of Marine Engineering, Science and Technology (IMarEST), the Corporation of Trinity House and the Honourable Company of Master Mariners (HCMM), and with the support of a number of generous sponsors. |
